I had a thought a long time ago but thought this is such a simple solution there must be a critical flaw in it. You will remember the late Phil Bull from Timeform who used to be a breeder of some renown. He registered all his bloodstock under the banner Hollins Stud. To the best of my knowledge no such stud existed, he kept mares here and there and they probably boarded where they wee being covered and returned to other boarding studs later. Well using that principle what would stop an Irish Breeder getting a UK or even Northern Ireland PO BOX address (it costs just a few pounds per year) and simply sending all their foal registrations to Weatherbys in UK, no levy payable from the PO BOX.
