At yesterdays TBA in UK a new scheme was proposed

British Owners and Breeders Incentive Scheme (BOBIS) would apply to all races won in the UK by British-breds. It would add 25 per cent to a race's first-place prize-money - 70 per cent of which would go to the winning owner (including contributions to the trainer and stable staff) and 30 per cent to the breeder.
I understand the propsal is for Breeders to pay uk£150 per foal and whoever ownes the horse as a 2yo will contribute a further uk£250. The UK Levy Board will be asked to match the contributions. First thoughts please.
